Vintage 1940s Handmade Beaded And Lace Wedding Dress..Small

Vintage beaded and victorian lace wedding dress 1940s is what I'm told. I thought it was earlier because of the mesh net hoop shirt (pictured) underneath as well as the strips of ribbon actng as stays under the mesh skirting.
I measured chest across from side of breast, edge of armpit to the other side, it measured 14". The back was 14/15"  across back chest high.
Covered back buttons. This item has some marks or stains and I am leaving for buyer to decide how to best preserve the dress and clean it. I don't want to hurt the item.
I can't tell if the fabric is a chiffon, acrylic, acrylic blend or a lighter satin type fabric.
